What you'll be doing

In conjunction with a senior Human Resources Specialist, this position is responsible for performing work that involves-recruiting, examining, selecting, placing and processing employment maintenance actions, workforce planning and analysis and advising management in identifying, attracting and retaining a high-quality and diverse work group that is capable of accomplishing the organizations mission. The Human Resources Specialist will serve as the facility subject matter expert and consultant for an assigned block of services as to recruitment/placement and staffing maintenance actions. The incumbent in this position will advise management on a wide variety of technical and complex issues involving recruitment and placement. Assist with the preparation of, and/or review all job analyses and perform internal and external recruitment by developing multiple recruitment strategies, utilizing such sources as veterans preference, reinstatement and direct-hire appointment authorities. Craft public notice vacancy announcements, ensuring they are in compliance with Federal and agency content requirements. In consultation with management, establish the area of consideration, announcing positions on mandatory websites, while giving consideration to more targeted or focused recruitment for positions that have a history of being difficult to fill. Receive and review applications from candidates, ensuring they are in the proper area of consideration. Assist with best qualified reviews and conduct promotion panels as required. Prepare properly constructed applicant referral certificates to selecting officials. Receive selections, perform or coordinate pre-screening of selected candidates, make job offers and prepare all related new hire paperwork to ensure seamless placement into the VAMC Orlando workforce. In conjunction with the senior Human Resources Specialist, prepare and/or approve personnel action forms, using correct legal authority, nature of action and remarks codes. Monitor federal and agency performance measures as they relate to the recruitment and placement process, ensuring every effort is made to meet the measures and upon request, provide reasons for unsuccessful results.

What your background should be

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Must possess one (1) full year of specialized experience with the particular knowledge, skills, and abilities to perform successfully the duties of the Human Resources Specialist (Recruitment/Placement). Experience gained working in a human resources office providing advisory services to managers and supervisors regarding identification and analysis of management staffing problems and development of solutions considering the total personnel management view point, advising management on recruitment strategies, sources and special programs emphasizing affirmative action in staffing positions, conducting recruitment following applicable procedures, researching, interpreting, and applying recruitment and placement regulations, policies, and laws, providing counsel and assistance concerning rights and entitlements, determining and verifying qualification requirements including credentialing and licensing and preparing reports and correspondence timely. A transcript must be submitted with your application if you are basing all or part of your qualifications on education. Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held.

Required Schooling / Training

Masters level may be used in this calculation or must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, obtained in an accredited college or university which may be substituted for specialized experience to qualify for this grade 11, Human Resources Specialist (Recruitment/Placement) position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
