What you'll be doing
- The Human Resources Specialist functions in a journeyman level providing a wide range of human resources services under the generalist concept to a group of organizational services at this Health Care System. Plans, implements, coordinates and reviews the major program activities conducted within the facility and insures these activities are in compliance with OPM, EEOC, agency negotiated agreements and local medical center services requiring knowledge of merit principles, regulations, law, policy and contractual obligations for both competitive and excepted service. Provide advice to managers, employees, and union officials in matters pertaining to block of services. Reviews and advises management on performance plans and provides technical information on performance management systems. Participates or provides instruction to supervisors and employees in personnel program areas or other employee development endeavors when requested. Provides recruitment and placement support to assigned services which possess positions in professional, scientific, administrative and technical fields, when the organizational settings are frequently complex because of rapid changes in technology, changes to the basic missions of the health care services, having an unstable work force and technically complex staffing determinations. Applies a thorough and comprehensive knowledge of automated personnel systems such as USA Staffing, USAJOBS, eQIP, WebHR and other automated personnel systems designed to support the internal and external recruitment process. The incumbent coordinates the position classification between the VISN Centralized Classification Team (CCT) and managers. Provides basic technical advice to managers and employees and processes position management and classification work for assigned services. The incumbent reviews the classification action for accuracy and assures that all positions are properly classified and authorized within the approved organizational chart as well as within ceiling and budgetary constraints.

- To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time in grade requirements. Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Three full years of progressively higher level graduate education leading to such a degree or LL.M.
Required Schooling / Training
- Master Degree or equivalent graduate level education or superior academic achievement. Two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., PhD. or equivalent doctoral degree.
